Patrick was Member of Parliament for Teignbridge in Devon from 1983 until June 2001. Between 1987 and 1990, he was a Minister in the Department of Employment, where he helped to drive forward the Conservative Government’s labour market and trade union reforms, and in the Department of the Environment, where he dealt with local government finance.
